In 2008 there have been continued discussions on the proposed cable route through the Wash from the proposed wind farms. The Board held a joint Tier 2 oil pollution/ deployment exercise with ABP. The St Ann underwent a refit and survey for compliance with the workboat code. Conservator went to Lowestoft in to undergo survey for compliance under the workboat code. Trinity House surveyed the Boards Navigational Aids. AIS transponders were fitted to the St Ann and United. A Kings Lynn fishing vessel Georgie Fisher sustained flooding whilst fishing on the Pandora sand and the vessel sank in 3 metres of water the crew safely transferred to another vessel. There was no pollution. The owners recovered the vessel on the next tide. The Board provided craft to allow members of the Nar Ouse regeneration scheme to undertake a fact finding mission from the river users point of view. Following a bumper harvest agricultural exports significantly increase in the last 2 quarters of the year. Palm Paper commences building their paper mill using the docks to import the concrete building structure and machinery. Key Performance Indicators Shipping Safety Reports will represent numbers of significant navigational incidents per 1000 vessel movements and averages per year. These will include collision, last minute avoiding action, near miss, endangered persons or property and pollution incidents involving quantities in excess of (1 tonne). This report will be incorporated as a statement in the existing programme of monthly and annual safety reports. In 2008 There were 360 piloted vessels resulted in 789 piloted movements. There were 10 Pilot incidents reported. 1 Commercial vessel impeded by fishing vessel (1.3 per thousand movements). 1 Commercial vessel temporarily grounded (1.3 per thousand movements). 2 Equipment failure (2.5 per thousand movements). 6 Contact with the Quay/Fendering (7.6 per thousand movements). Health & Safety Review 2008. Reported by Capt P. Bailey Designated Person under the Port Marine Safety Code. 1. Commercial craft. a: A vessel made contact with the river bank at slow speed in poor visibility after taking a sheer and not responding to corrective helm / engine movements. No damage noted to vessel and no pollution. MAIB informed. b: A vessel on leaving Riverside quay at maximum draft for the tide suffered communication problems with crew forward and the port anchor was not deployed as instructed. The lack of anchor use meant the vessel did not swing as expected and subsequently resulted in the vessel grounding off the Common Staith. The Tug was deployed and assisted the vessel clear on the same tide. MAIB informed. |
